According to a civil lawsuit filed in 2008, Modesto Leon is accused of sexually abusing youth between the ages of 14-16 in 1996-1999. During this time, Leon was the incorporating executive director of Soledad Enrichment Action (SEA) and the abuse took place during retreats at Camp Unity in the Angeles National Forest.
